Summary:
The Director of Federal Partnerships works to advance mission-oriented public-private partnerships that benefit upland wildlife, their habitats, and the people who enjoy them. Under general direction from the Vice President of Government Affairs, the Director will be accountable for leading a national strategy for collaboration with federal agency partners that underpins PF & QF’s goals as well as Congressional and Executive branch objectives. The Director will provide strategic leadership for resilient public funding across federal agencies as well as for upland habitat development and access on federally owned and managed lands for pheasants, quail, and upland gamebirds. The Director will be a cross-functional leader and relationship builder who identifies relevant partnership opportunities; supports the public sector agreement pipeline from proposals through implementation and invoicing; communicates the benefits, cost-effectiveness, and outcomes of public-private partnerships; and advises the PF & QF team on relevant best practices and requirements.Responsibilities:
Partnership Cultivation:
- In close coordination with the Conservation Operations and Development teams, set goals for and grow the pipeline of impactful public-private collaborations that both enhance federal agency mission delivery and drive PF & QF’s strategic growth and program impact.
- Foster and maintain enduring relationships with federal agency partners to address the most critical organization-wide projects and strategies.
- Serve as the primary liaison to federal agency partners to identify new partnerships and improve existing agreements, including by troubleshooting implementation issues and finding new efficiencies. Priorities will include federal programs that deliver technical and/or financial assistance to private landowners and regulated industry, as well as promoting new opportunities for collaborative conservation and creation of upland habitat and hunting access on federally owned and managed lands.
- Work with PF & QF’s State Coordinator, Corporate, and Development teams on a holistic and complimentary public/private fundraising strategy that ensures ongoing financial support, revenue diversification, and program stability for key conservation activities.
- Work cross-functionally with the Grants team, and co-lead development and integration of new tracking and forecasting systems for public sector agreements.
Partnership Education:
- Educate federal elected and appointed officials and their staff about PF & QF’s vision and impact. This may occur through routine office visits in DC and other federal hubs as well as through planning and execution of educational field tours that showcase the positive impact of PF & QF’s work on: wildlife habitat on private and federally managed lands; productive farms, ranches, and private forests; energy rights-of-way corridors and properties; the outdoor recreation economy; and rural communities. (*This is not a lobbying position, but the incumbent will work together with lobbyists to shape policy priorities and strategic messaging.)
- With PF & QF Marketing and Communications, prepare one-pagers, briefings, blog posts, social media content, op-eds, and other communication materials to highlight PF & QF success stories with internal and external stakeholders, including policymakers and the public.
- Lead the planning for relevant events, including at Pheasant Fest and Quail Classic, the North American Wildlife and Natural Resources Conference, and PF & QF’s annual policy retreat with conservation partners.
Other Duties:
- Proactively manage risks that may impact the organization; always being prepared with possible next steps and solutions, including contingency plans.
- Serve as a key member of the Conservation Operations leadership team, with a focus on cross-functional collaboration where policy interests and activities align across the organization.
- Support and monitor reporting systems to measure effectiveness and impact of public funding and government affairs activities.
- Stay abreast of political dynamics, including budget and appropriations trends and priorities.
- Provide additional GA functional support as needed.
Qualifications and Experience:
- A passion for Pheasants Forever and Quail Forever’s mission, as well as knowledge and appreciation of conservation, hunting, and the outdoors.
- Four-year or advanced degree, preferably in political science/government, natural resources conservation, business, nonprofit management, or related field.
- Minimum of 7 years of relevant experience in non-profit fundraising or government affairs.
- Relevant experience in the areas of wildlife habitat development, sustainability, agricultural conservation, hunting, and/or outdoor recreation.
- Direct awareness of PF & QF’s primary private and public land habitat conservation and access strategies.
- Established track record of developing and securing significant public-private partnership agreements; demonstrated knowledge of federal and state grants and agreements procedures and best practices; USDA, DOI, and state wildlife agency experience strongly preferred.
- Outstanding networking skills and political acumen; ability to forge high-level, high-impact relationships with diverse stakeholders and members of both major political parties.
- Excellent communication skills, including speaking, writing, and delivering presentations; ability to convey PF & QF’s mission, vision, and policy priorities to a wide range of audiences is essential.
- Demonstrated ability to manage complex budgets, multiple ongoing projects, and tight deadlines, and to maintain a high level of initiative, collaboration, and attention to detail in a remote work environment.
- A strategic mindset that perceives opportunities in both short-term and long-term contexts and a desire to have an impact.
- Proficiency in PowerPoint, Excel, Word, SharePoint, Teams, and Outlook.
- Ability to travel frequently within the U.S. including at least quarterly to Washington, D.C.
- Location flexible, near a major airport preferred.
